Lead and copper almost always come from plumbing, not the source
Unlike many drinking water contaminants that originate in the source water itself, lead and copper in tap water are overwhelmingly a plumbing issue. Water leaving a treatment plant is typically lead-free; it picks up lead (and, less commonly, copper) through contact with lead-containing materials somewhere between the treatment plant and your faucet — most often a lead service line connecting your home to the water main, lead solder used at pipe joints in homes built before 1986 (when lead solder was banned in the federal Safe Drinking Water Act amendments), or certain older brass fixtures. This is why lead risk is closely tied to a home's age and plumbing history rather than which utility serves the area.

How the Lead and Copper Rule works
Under the federal Lead and Copper Rule, public water systems are required to periodically sample a representative set of higher-risk homes in their service area (typically ones more likely to have lead plumbing) and treat the water to make it less corrosive to any lead or copper it contacts — commonly by adjusting pH or adding a corrosion inhibitor. If sampling shows lead above the EPA's action level of 15 parts per billion (ppb) in more than 10% of samples, the utility must take additional steps, which can include enhanced corrosion control treatment, public education, and (increasingly, under updated federal requirements) lead service line replacement programs.
It's worth noting this 15 ppb action level is a system-wide compliance trigger for utilities, not a per-home safety guarantee — an individual home with a lead service line can still have an elevated result even when its utility is fully in compliance system-wide. What homeowners can do
Testing and reducing exposure at home
- Check whether your utility has published a lead service line inventory, and whether your address is listed as lead, non-lead, or unknown
- Request a tap water test through your utility or a certified lab, particularly if your home was built before 1986 or has an unknown service line material
- Run cold water for a minute or two before drinking or cooking use, especially after water has sat unused for several hours
- Use cold water rather than hot for drinking, cooking, and infant formula preparation, since hot water dissolves lead more readily
- Consider an NSF/ANSI Standard 53-certified filter rated for lead reduction if a test confirms elevated levels, or a full replacement of any confirmed lead service line where feasible
