This guide is for New York homeowners — especially in the New York suburbs and downstate New York — who want to understand their drinking water before making decisions about filtration, softening, or maintenance. It applies whether you're on a municipal water system or a private well, though the steps differ slightly for each.
You might be here because your water tastes or smells different than you remember, because you just moved and don't know your provider yet, because you're comparing quotes from water treatment companies and want to understand what you're actually being sold, or because you simply want to read the annual report your water utility already sent you. All of those starting points lead to the same first two steps below.
Step 1
Find your water provider
If you pay a water bill, the name on that bill is generally your public water system. If you're not sure — for example, if water is included in your rent, or you recently moved and haven't seen a bill yet — you can look up your system using New York's official Drinking Water Reporting System (DWRS), which lists public water systems, basic inventory information, and compliance history by name or location.
Larger investor-owned utilities and regional authorities serve much of downstate New York, alongside dozens of smaller municipal authorities and borough-run systems. Rather than guessing based on your town's name, confirm your specific provider through DWRS or your water bill — provider boundaries frequently don't follow municipal lines exactly, and a full street-address lookup is the only reliable way to be sure.
If your home uses a private well, you do not have a "provider" in this sense — well owners in New York are responsible for their own testing and maintenance. Step 2
Find and read your Consumer Confidence Report (CCR)
Community water systems must publish an annual Consumer Confidence Report (CCR) summarizing what was detected in your water and whether the system met safety standards. Systems typically deliver these by mail, bill insert, or a link on their own website, and by July 1 each year for the prior calendar year's data.

- Check the "source water" section to see if your water comes from a river, reservoir, or groundwater
- Look for any violations or exceedances and how the system responded
- Compare detected levels to the EPA maximum contaminant levels listed in the report
- Note the year the report covers — CCRs report on the previous calendar year, not the current one

Common NY home water concerns
Most downstate New York homeowners' questions fall into a handful of categories. None of these are cause for alarm on their own — they're the starting point for deciding what, if anything, to treat for.
Hard water and scale
Common in much of downstate New York due to regional geology. Shows up as spotting on dishes and glassware, dry skin and hair after showering, reduced soap and detergent lathering, and visible scale buildup around faucets, showerheads, and inside water heaters and appliances over time. Hardness is measured in grains per gallon (gpg); your CCR or a simple home test kit can tell you where your water falls.
Chlorine/chloramine taste and odor
Municipal systems disinfect with chlorine or chloramine to control bacteria and other pathogens in the distribution system. It's not a safety concern at approved levels, but many homeowners notice a pool-like taste or smell and prefer to filter it out, particularly for drinking and cooking water.
Sediment
Cloudiness, grit, or discoloration can come from aging distribution infrastructure, nearby construction or main breaks, or natural mineral content in well water. Whole-house sediment filtration is the typical fix, and persistent sediment is worth mentioning to your provider directly since it can also signal a distribution-line issue on their end.
PFAS, lead, and copper basics
These are regulated substances tracked and reported in your CCR. PFAS ("forever chemicals") are an emerging area of regulation with evolving EPA limits; lead and copper typically enter water through household plumbing and fixtures rather than the source water itself, which is why older homes are more often affected. Compare home water treatment options
Once you know what you're dealing with, most homeowners land on one or more of three treatment categories. Each solves a different problem, and they're frequently combined rather than treated as either/or choices.
Whole-house filtration

Home water system maintenance checklist
Treatment equipment that isn't maintained gradually loses effectiveness, sometimes without any obvious sign until performance has already dropped substantially. A basic annual routine keeps everything working as intended:
- Replace whole-house sediment/carbon filters on the manufacturer's recommended schedule (typically every 3-6 months)
- Check softener salt levels monthly and refill before the tank runs empty
- Replace under-sink RO membranes and filters per the system's schedule (typically annually, staged by component)
- Re-check your CCR each year for changes in your water system's source or compliance status
- Have well water tested annually if you're not on a municipal system, and after any major weather event or nearby land disturbance
- Inspect visible plumbing and fixtures periodically for signs of corrosion, especially in homes built before 1986
