If your tap water suddenly tastes or smells like a swimming pool, the most likely explanation is straightforward: your water provider adds a disinfectant — chlorine or chloramine — to your drinking water to control bacteria and other microorganisms between the treatment plant and your faucet. This is standard practice at community water systems across New York and the country, and it's one of the reasons public tap water is considered safe to drink without additional treatment. A noticeable smell doesn't mean too much was added; it just means you're picking up on a residual that's well within the levels your utility is required to maintain and report.

Why the smell comes and goes
Several ordinary factors make chlorine smell stronger at some times than others. Utilities often increase disinfectant dosing in summer, when warmer water temperatures make bacteria growth more likely and more disinfectant is needed to maintain the same level of protection through the distribution system. Water main flushing — a routine maintenance practice most utilities do periodically — can also temporarily increase how strong the smell is at the tap, since flushing stirs up the system and pushes fresher, more heavily treated water through. If your water suddenly smells noticeably different after a period of construction or repair work in your neighborhood, that's often the explanation.
Distance from the treatment plant matters too. Homes closer to a treatment facility often notice a stronger chlorine smell because the disinfectant hasn't had as much time to dissipate before reaching the tap, while homes at the far end of a distribution system sometimes have the opposite problem — disinfectant levels dropping lower than ideal, which utilities compensate for with booster stations in some systems.

If the smell bothers you even knowing it's expected, several straightforward options reduce it without any change to your water utility's treatment:

One detail worth checking before buying a filter: if your utility uses chloramine rather than standard chlorine, look for a filter rated specifically for chloramine reduction (often listed as using "catalytic carbon"), since standard carbon media is less effective against chloramine. When to look further
A few situations are worth a closer look rather than just filtering the smell away: a musty, earthy, or "rotten egg" smell (rather than a pool-like chlorine smell) can point to different causes, such as sediment, sulfur bacteria, or plumbing issues rather than disinfectant. A sudden change with no obvious explanation (no recent main work, no seasonal pattern) is also worth a call to your utility — they can confirm whether anything changed on their end and rule out an issue specific to their system.
