Two different things get called "sediment"
People use "cloudy water," "sediment," and "discolored water" to describe a few genuinely different situations, and telling them apart is the fastest way to figure out what's actually going on. Cloudy or milky-white water that clears from the bottom of a glass upward within a minute or two is almost always just trapped air bubbles from pressure changes in the plumbing system — harmless, and not sediment at all. Actual sediment is different: visible particles, grittiness, or water with a persistent gray, brown, orange, or yellow tint that doesn't clear on its own.

Utility-side causes
Water main breaks and repairs, fire hydrant flushing, and routine distribution system maintenance can all stir up naturally occurring iron and manganese sediment that settles in pipes over time, temporarily discoloring water for nearby customers. This is one of the most common causes of a sudden, brief episode of brown or rusty-looking water, and it typically clears within a few hours to a day as the sediment flushes through. Running your cold water tap for several minutes (avoid hot water, which can pull sediment into your water heater) usually speeds up clearing. Home plumbing causes
If sediment is recurring, isolated to certain faucets, or only shows up in hot water, the more likely source is your own home's plumbing rather than the utility's system. Older galvanized steel or cast iron pipes corrode internally over time and can shed rust and mineral sediment, particularly after any disruption that changes water flow — a repair elsewhere in the house, a water heater drain and flush, or a period the water supply was shut off and restarted. A water heater that hasn't been flushed in years is also a common, often-overlooked source of sediment that shows up specifically in hot water.

Is cloudy tap water safe to drink?
Cloudiness alone (sometimes called 'white water') is very often just trapped air bubbles, which are harmless and will clear if you let a glass sit for a minute or two. Actual sediment (visible particles, or water with a gray, brown, or yellow tint) is usually a plumbing or distribution-system issue rather than a health concern, but persistent or worsening discoloration is worth reporting to your utility.
Why did my water suddenly turn brown or rusty?
This is most often caused by iron or manganese sediment being stirred up in the distribution system, typically after nearby water main work, a fire hydrant flush, or a sudden change in water flow direction. It usually clears within a few hours to a day; running your cold tap for a few minutes often speeds this up.
Could sediment be coming from my own house instead of the utility?
Yes, especially in older homes. Aging galvanized or iron pipes can corrode internally and shed sediment, particularly after any disruption to water flow (a repair elsewhere in the house, a water heater flush, or a period the water was shut off). If only certain faucets are affected, or only hot water, the source is more likely inside your home's own plumbing rather than the utility's system.
Do I need a whole-house filter for sediment?
It depends on how often and how severely it happens. Occasional, brief sediment after known utility work often isn't worth a permanent filter installation. Recurring sediment, or sediment specific to your home's plumbing, is a better case for a whole-house sediment filter installed at the point water enters your home.
